Xining, January 12 (Li Jun, Yang Zixiao) -- On the 12th, reporters learned from the Qinghai Provincial Department of Water Resources that over the past five years, the province's water resource development and utilization rate has remained at around 4%, far below the national average, and the efficiency of intensive and economical water resource utilization has continued to improve.

According to reports, Qinghai has fully implemented a rigid constraint system, reducing the number of water withdrawal permits outside river channels from 2,336 to 1,961. Water consumption per 10,000 yuan of GDP decreased by 15.7%, and the effective utilization coefficient of farmland irrigation water reached 0.510; groundwater extraction decreased by 5%, unconventional water utilization increased by 147%, and the proportion of ecological and industrial water use increased by 3.4% and 2.4% respectively, resulting in significantly improved water use efficiency and a more rational water use structure.

The "Qinghai Province Measures for the Supervision and Management of Ecological Flow of Small Hydropower Stations" was issued, and monitoring data from all 108 diversion-type hydropower stations were incorporated into the platform to ensure the full release of ecological flow. At the same time, ecological flow monitoring and early warning for key rivers were strengthened, with the ecological flow compliance rate of the Huangshui River, Datong River, Golmud River, and Longwu River reaching 100%.

It is reported that Qinghai Province has spent three years promoting the restoration of its "Mother Rivers," including the Nanchuan River in Xining City, the Qabcha River in Hainan Prefecture, and the Golmud River in Haixi Prefecture, allocating 2.735 billion yuan in funding and completing 17 ecological restoration tasks. During the 14th Five-Year Plan period, a total of 111 million yuan was invested to construct 3,609 sets of online monitoring facilities at water intakes, of which 2,505 sets were dedicated to online monitoring, accounting for 69%.
