Changsha, January 12 (Liu Man) – The Sixth Plenary Session of the Ninth Hunan Provincial Committee of the China Association for Promoting Democracy (CAPD) was held in Changsha on January 12. Pan Biling, Vice Chairman of the Hunan Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC) and Chairman of the Hunan Provincial Committee of the CAPD, delivered a work report on behalf of the Standing Committee of the Ninth Hunan Provincial Committee of the CAPD.

2025 marks the conclusion of the 14th Five-Year Plan, the planning and layout of the 15th Five-Year Plan, and the 80th anniversary of the founding of the China Association for Promoting Democracy (CAPD). In this year, the Hunan Provincial Committee of the CAPD will thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China (CPC) and its subsequent plenary sessions, earnestly implement the work arrangements and requirements of the CAPD Central Committee and the CPC Hunan Provincial Committee, and, with the theme of "Studying Regulations, Strengthening Work Style, and Building a Positive Image" as its main focus, strive to improve the quality and efficiency of all its work, centering on key tasks related to celebrating the 80th anniversary of the CAPD and the theme year of its history.

Focusing on major tasks and topics such as the conclusion of the 14th Five-Year Plan, the formulation of the 15th Five-Year Plan, promoting high-quality economic development, and the integrated advancement of education, science and technology, and talent, the Hunan Provincial Committee of the China Association for Promoting Democracy (CAPD) has conducted thorough investigations and research, producing a number of high-quality policy recommendations. Its social service brands, such as "CAPD's Affection for Health," "Spring Couplets for Every Household," "One Yuan Contribution to Respect Teachers and Value Education," and "Western Teacher Training," have continued to shine.

In 2025, the leadership of the Hunan Provincial Committee of the China Association for Promoting Democracy (CAPD) led teams to Chenzhou and Yongzhou multiple times to conduct democratic oversight research, completed the feedback work, and successfully concluded the special democratic oversight work on the ecological environment protection of the Xiangjiang River. The CAPD also fully cooperated with the CAPD Central Committee to carry out special democratic oversight research such as the comparative research on the ecological protection and systematic governance of the Dongting Lake and Poyang Lake basins, and promoted the precise effectiveness of democratic oversight work.

Pan Biling stated that 2026 is the opening year of the 15th Five-Year Plan. It is essential to thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, fully implement the deployments of the Fourth Plenary Session of the 15th CPC Central Committee and the Ninth Plenary Session of the 12th CPC Hunan Provincial Committee, consolidate the political foundation, continue fine traditions, practice the "three strict requirements," and continuously deepen self-construction. She emphasized the need to closely align with the province's central tasks and the implementation of the 15th Five-Year Plan, focusing on in-depth research in key areas such as education, culture, science and technology, and ecological environmental protection, striving to improve the quality of research results, and building broad consensus and pooling the strength of the China Association for Promoting Democracy to ensure a good start to the 15th Five-Year Plan.
