Seventeen departments in Shaanxi Province have joined forces to create a comprehensive safety net for the rights and interests of children in difficult circumstances.

Xi'an, January 12 (Li Yifan) -- The Shaanxi Provincial Department of Civil Affairs, together with 17 other departments including the Provincial Cyberspace Administration and the Provincial Higher People's Court, recently jointly issued the "Implementation Opinions on Further Strengthening the Welfare Protection of Children in Difficult Circumstances." The document focuses on the core rights of children in difficult circumstances, including survival, development, and safety, and introduces more than 20 measures to build a diversified protection system and "weave a tight" safety net for the rights of children in difficult circumstances.

It is reported that, in order to strengthen basic living security, the province has established and improved a dynamic adjustment mechanism for the basic living security standards for orphans and de facto abandoned children, and has included seriously ill and severely disabled children from families on the verge of receiving minimum living security in the scope of minimum living security as single-person households; promoted "cross-provincial processing" of applications for basic living security for orphans and de facto abandoned children, and included it in the list of efficient services for citizens; and removed application restrictions based on place of household registration and place of residence, providing temporary assistance to eligible children in distress in the place where emergencies occur.

Focusing on the differentiated needs of children in difficult circumstances, Shaanxi Province has promoted the expansion of basic living security from material support to spiritual care and protection of legitimate rights and interests, and built a diversified security pattern of "material support + services". For migrant children's families that meet the housing security conditions of their place of residence, basic housing needs are guaranteed by providing public rental housing or issuing rental subsidies.

To improve the level of medical rehabilitation services for children in difficult circumstances, the province has implemented the critical illness insurance policy to reduce the medical expenses burden on these children in stages; improved the rehabilitation assistance system for disabled children, and promoted the inclusion of all eligible municipal-level children's welfare institutions into the designated service institutions for rehabilitation assistance for disabled children; and strengthened the screening, treatment, rehabilitation, and care services for children with autism.

Meanwhile, Shaanxi Province continues to pilot the "Mental and Physical Health Project" for the mental health of children in difficult circumstances, strengthens the construction of mental health facilities, conducts mental health monitoring and assessment once a year, and facilitates referrals from families, schools, communities, and social psychological service institutions to professional medical and health institutions to detect abnormal psychological and behavioral conditions of children in difficult circumstances as early as possible, and provides timely and efficient referral assistance to ensure that they receive diagnosis and treatment as early as possible.

In addition, focusing on preventing and combating acts that infringe upon children's rights, Shaanxi Province is promoting the establishment of a multi-departmental comprehensive law enforcement system to protect children's legitimate rights and interests, preventing and severely punishing illegal and criminal acts against children in difficult circumstances. It will also accelerate the construction and operation of a smart civil affairs child welfare comprehensive service system, strengthen data and information sharing among departments, promote "one source of data," prevent information errors and omissions, and achieve precise service management.
