Tianjin, January 12 (Reporter Zhou Yaqiang) – The Tianjin Academy of Social Sciences held the “Tianjin Macroeconomic Forum (2026) and Tianjin Economic and Social Development Report Release Conference” on January 11. At the conference, the academy’s social development research group released the “Analysis Report on Tianjin’s Social Development Situation in 2025-2026”.
The report indicates that in 2025, Tianjin's society operated smoothly, and people's lives were stable and orderly. The employment situation remained generally stable, residents' income grew steadily, education at all levels and of all types developed in a balanced manner, social security capabilities continued to strengthen, people's sense of well-being improved significantly, the old-age security network was strengthened, urban functions and quality were significantly improved, the "SCO effect" facilitated the deep integration of cultural and tourism development, and Tianjin's unique culture significantly enhanced the city's soft power.
To effectively promote high-quality social development, the research team put forward specific policy recommendations in six areas: income distribution, employment policy, education development, social security, medical and health care, and cultural and tourism integration.
Regarding income distribution, it is recommended to continue optimizing the structure, increase the proportion of residents' net property income through policy guidance and financial innovation; promote balanced urban and rural development and increase the sources of income for rural residents; improve the social assistance system and strengthen the protection of low-income groups.
Regarding employment policies, the report recommends implementing more proactive employment promotion policies and strengthening the employment-first orientation. This includes establishing a service guarantee mechanism for key enterprises' employment needs, holding frequent recruitment events; improving the quality and efficiency of public employment services, promoting the construction of grassroots gig economy markets, creating a "15-minute" employment service circle; and coordinating efforts to ensure employment for key groups.
In the area of education development, the report emphasizes the need to promote balanced development of education at all levels and of all types, optimize the supply of educational resources, and increase the number of school places; promote group-based school management, strengthen teacher training and digital resource sharing; and vigorously promote educational equity to narrow the regional and urban-rural education gap.
In terms of social security, it is recommended to build a sustainable old-age security system, implement a gradual delayed retirement policy in an orderly manner, promote the coordinated development of a multi-tiered old-age insurance system, develop distinctive old-age financial products, improve the accuracy of social assistance, and strengthen the protection of workers in new employment forms.
Regarding improving the efficiency of medical and health services, the report suggests that it is necessary to improve the hierarchical medical system, enhance the capacity of primary healthcare services, build a comprehensive traditional Chinese medicine service system, deepen the integration of medical treatment and prevention, expand high-quality family doctor contract services, strengthen health services for key populations, and improve the public health system.
Regarding the deep integration of culture and tourism, the report proposes to deepen the collaborative development of culture and tourism in the Beijing-Tianjin-Hebei region and jointly build a resource exhibition and sales platform; promote the innovative transformation and brand aggregation of intangible cultural heritage resources; promote technological empowerment and expand new application scenarios such as AI; continuously optimize cultural and tourism themes such as "Everyday Enjoyment," deeply develop the core IP of "Haihe Night," upgrade the distinctive brands of "Bridge Encounter," "Street Corner," and "Encounter," and improve the quality of services across the entire chain.
