To basically realize socialist modernization, coordinated development and overall advancement of all undertakings are required. The "Suggestions of the CPC Central Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development," adopted at the Fourth Plenary Session of the 20th CPC Central Committee, not only outlined the central task of economic construction but also made arrangements for political, cultural, social, ecological civilization, and Party building. In his recently published important article in Qiushi magazine, "Studying and Implementing the Spirit of the Fourth Plenary Session of the 20th CPC Central Committee," General Secretary Xi Jinping emphasized the need to coordinate and advance work in all areas and comprehensively implement the spirit of the document, providing important guidance for our work during the 15th Five-Year Plan period and for further advancing Chinese-style modernization.

The systemic perspective is a fundamental ideology and working method. General Secretary Xi Jinping emphasized that "we must be adept at using systems science, systems thinking, and systems methods to study and solve problems," and required that "leading cadres, when considering problems and making decisions, must have a clear understanding of the nation's overall interests, focusing on the big picture and avoiding short-sighted calculations." my country is a super-large country undergoing extensive and profound social transformation. Promoting reform and development, and adjusting interest relationships, often have far-reaching consequences. Many contradictions and problems in economic and social development are intertwined, requiring planning and solutions based on a systemic perspective. We must strengthen forward-looking thinking, overall planning, and holistic advancement, comprehensively considering all aspects, grasping the right timing, pace, and intensity, avoiding imbalances and overgeneralization, and effectively enhancing the overall and coordinated nature of development. This will ensure that development in all areas is organically unified and mutually reinforcing, achieving a unified national strategy.

Properly handling the relationships between local and overall interests, the present and the future, and key and general priorities is crucial to ensuring coordinated, orderly, and sustainable development. General Secretary Xi Jinping pointed out that "overall planning and comprehensive balance are essential; key priorities should be highlighted to drive the overall situation. Sometimes we need to focus on the big picture while letting go of the small details, and sometimes we need to use the small to drive the big, and find the big picture in the small." He described it as "playing the piano with all ten fingers." We must be adept at "playing the piano," coordinating and advancing in a holistic manner. For example, in river basin management and development, upstream regions must consider both local economic growth and the rational use of water resources, while also considering water use in downstream regions and the overall sustainable economic and social development of the basin, avoiding cross-regional conflicts and losses to overall interests. Similarly, in promoting the comprehensive revitalization of rural areas, we must not only focus on characteristic industrial projects but also pay attention to the construction of the "soft environment," such as rural governance, improvement of the living environment, cultivation of rural civilization, and grassroots organization building, to avoid problems such as rural social disorder, environmental damage, and cultural decline.

Coordinating and unifying macroeconomic policies is crucial to ensuring the effective implementation of national strategies, creating policy synergy, and stabilizing development expectations. All regions and departments must consciously break free from the mindset of focusing solely on their own local interests and proactively examine and advance their work within the overall context of national development, resolutely preventing problems such as acting independently, departmentalism, and local protectionism. Maintaining consistency in macroeconomic policy orientation is essential. This can be achieved by improving communication and coordination mechanisms, refining policy evaluation and adjustment procedures, promptly identifying and correcting potential policy conflicts and offsetting effects, and promoting synergy among fiscal, monetary, industrial, and regional policies.
