[Narration] The Party's conduct is its image, affecting public support and even its very survival. The intertwining of conduct and corruption is a prominent issue that the current efforts to improve Party conduct and combat corruption must address. At the Fourth Plenary Session of the 20th Central Commission for Discipline Inspection, General Secretary Xi Jinping profoundly pointed out that it is necessary to deepen the investigation and treatment of both conduct and corruption, uphold the principle of integrating the rectification of conduct, discipline enforcement, and anti-corruption efforts, severely punish the intertwined problems of conduct and corruption through joint investigation, and eradicate the common roots of conduct and corruption through joint treatment.
Wang Xinqi (First-level Inspector, Research Office of the Central Commission for Discipline Inspection and the National Supervisory Commission): Deepening the simultaneous investigation and treatment of both misconduct and corruption is a scientific summary of the practical experience of comprehensively and strictly governing the Party in the new era, and a profound grasp of the laws governing Party conduct and anti-corruption efforts under the new circumstances. We must adhere to the principle of integrating the rectification of conduct, the enforcement of discipline, and the fight against corruption, severing the chain of interests that leads from misconduct to corruption, constructing a working chain that corrects misconduct through corruption, resolutely breaking the vicious cycle of misconduct and corruption intertwining and mutually reinforcing each other, and striving to eradicate the soil and conditions that breed corruption.
[Narration] Disciplinary inspection and supervision organs have continuously increased their efforts to investigate and address corruption in a coordinated manner, not only digging deep into the problems behind the "Four Winds" (formalism, bureaucracy, hedonism, and extravagance) such as cliques, soliciting favors, and transferring benefits, but also deepening the rectification of persistent problems in work style reflected in corruption cases. By integrating "investigation" and "treatment," they have blocked the evolution of corruption and continuously improved the overall effectiveness of Party conduct and anti-corruption work.
[Case of Tang Renjian, former Party Secretary and Minister of Agriculture and Rural Affairs]
Tang Renjian: I must take the Central Committee’s requirements, discipline and rules seriously and not take chances. But now it’s too late to regret it.
[Narrator] Tang Renjian, former Party Secretary and Minister of Agriculture and Rural Affairs, previously served as a member of the Standing Committee of the Guangxi Zhuang Autonomous Region Party Committee and Vice Chairman of the Government, and Deputy Secretary of the Gansu Provincial Party Committee and Governor. In May 2024, he was placed under disciplinary review and supervisory investigation by the Central Commission for Discipline Inspection and the National Supervisory Commission. His trajectory of violations of discipline and law is extremely typical, exhibiting the characteristics of corruption arising from a corrupt official's influence, and the intertwining of corruption and official conduct.
Zhou Dian (Deputy Director of the Eighth Supervision and Inspection Office of the Central Commission for Discipline Inspection and the National Supervisory Commission): The bribe-givers in Tang Renjian's case mainly came from Tang Renjian's daily circle of eating, drinking and having fun. Many requests and agreements for the transfer of benefits were made at the dinner table and the card table. It is also a vicious cycle in which corruption and style problems are accompanied and infected each other.
[Narration] Tang Renjian was obsessed with extravagance and pleasure for a long time. He loved excitement, showing off, and enjoying himself. He often mingled with all sorts of people to eat, drink, and have fun. Even after the 18th National Congress of the Communist Party of China, despite the repeated orders from the Party Central Committee, he still went his own way. He could neither stop nor wanted to stop his pursuit of pleasure.
Tang Renjian: Once you enjoy and feel it, you might feel that it's natural, that it should be, that you've become accustomed to it, and then you can't stop or stop.
Wang Hui (the businessman involved in the case): He liked to eat and drink with everyone, play cards, play ball, and have fun together. As we got to know each other better, he introduced his wife and children to us.
[Narration] Tang Renjian indulged himself and enjoyed himself to the fullest at various drinking parties and dinners, but behind this lay many shady deals and conflicts of interest.
Tang Renjian: By then, we were already familiar with each other, and we would usually bring up things while having dinner, tea, or chatting. It was easy to let our guard down at that time.
Li Yong (the businessman involved in the case): Some things are blurred and unclear. We eat and drink together, we have personal relationships with each other, and when there are benefits, we all share a little.
[Narrator] Li Yong, an antique dealer in Beijing, discovered Tang Renjian's passion for antiques after meeting him. Li Yong then began his relationship with Tang, frequently inviting him to antique markets to appraise treasures and find bargains, often gifting him pieces. Gradually, Li Yong became Tang Renjian's trusted confidant. Whenever Tang Renjian took a new post, Li Yong would follow him and rent an apartment there, using it as a private space for meals and gatherings. On the surface, their friendship stemmed from a shared "refined hobby," but in reality, both were mutually benefiting.
Li Yong (the businessman involved in the case): Tang Renjian was in this position, so I was quite close to him. I also had many friends around me. If they had any needs, they would come to me, so I became a medium. To them, I was Tang Renjian's spokesperson, and to Tang Renjian, I was his "white glove".
[Narration] Li Yong's antique business also became a "smokescreen" for Tang Renjian to cover up his power-for-money transactions. Businessmen and bosses would ask Tang Renjian for favors through Li Yong, and in return, they would buy "antiques" consigned by Tang Renjian from Li Yong at high prices, thus completing the transfer of benefits in this way. Tang Renjian's share of the profits was kept by Li Yong, who acted as Tang Renjian's "money bag" when he needed money.
Zhou Dian (Deputy Director of the Eighth Supervision and Inspection Office of the Central Commission for Discipline Inspection and the National Supervisory Commission): Tang Renjian once arranged for Li Yong to sell 90 so-called "antiques" to a businessman surnamed Wang for tens of millions of yuan. In reality, after appraisal, most of these "antiques" were found to be modern handicrafts and were worthless.
[Narration] Tang Renjian's use of so-called "antique" transactions to cover up his power-money dealings fully exposes his cunning and duplicity. Similarly, he also engaged in a series of self-deceptive pretenses to conceal his greed for pleasure, believing his methods to be covert and his means clever.
Zhou Dian (Deputy Director of the Eighth Supervision and Inspection Office of the Central Commission for Discipline Inspection and the National Supervisory Commission): Tang Renjian ate wherever he went. During his tenure in Guangxi, Gansu and other places, he would wear a hat and a mask when he went to hotels to eat because he was afraid of being discovered. Later, he mainly ate and drank in secluded places arranged by businessmen and bosses in high-end apartments and villas.
[Narration] During his tenure in Gansu Province, Tang Renjian was assigned to oversee and supervise Dangchang County in Longnan City. However, he instead prepared a place for himself to eat, drink, and have fun there. A businessman was developing a high-end homestay project called "Shanwan Menggu" in the area. Tang Renjian used his position to provide various forms of assistance to the project while simultaneously instructing the businessman to custom-build a "residence" specifically for his own use, complete with all the necessary entertainment facilities, including a swimming pool as requested. When working in Dangchang, he frequently used the guise of research and supervision to bring his entourage of officials there for food, drink, and entertainment.
Tang Renjian: Whether it's eating and drinking in violation of regulations or having fun, I was always thinking about these kinds of things back then. In the end, it just wears down your will. This will subtly change your work effort and the degree of fulfilling your responsibilities. You'll start thinking more about yourself.
[Narration] How can someone enjoying the delicacies provided by unscrupulous merchants understand the urgent needs and anxieties of the impoverished masses? Under the influence of corrupt practices, Tang Renjian's views on power and achievements became severely distorted. He was keen on undertaking image projects and vanity projects, ultimately aiming to create a reputation for himself and inflate his political achievements.
[Narration] The "Golden Chicken Industry" project, which he approved and which was launched simultaneously in eight counties in Gansu, is a typical example. The eggs produced by this project are mainly targeted at the high-end market, and the requirements for hardware facilities such as farms, feed mills, and roads are also very high, requiring a large investment. However, the products are difficult to sell in the local market in Gansu. Several counties have raised questions about whether the project is suitable for their local areas. However, Tang Renjian ignored the risks and pushed forward with force, requiring the eight counties to complete the construction and operation within a specified period.
Tang Renjian: The main problem at the time was, I think, the performance evaluation mentality. We wanted to make it bigger. In many provinces, we usually only introduce one project as a demonstration, but in Gansu, after discussing it with them, we got eight, hoping to have some influence nationwide.
Zhou Dian (Deputy Director of the Eighth Supervision and Inspection Office of the Central Commission for Discipline Inspection and the National Supervisory Commission): Because the project was divorced from reality, the day the project was completed became the day the product was unsaleable.
[Narration] Due to unsustainable operations, seven out of the eight projects were halted at one point, leaving a large amount of completed hardware either idle for extended periods or with extremely low utilization rates. Tang Renjian's impulsive decisions not only failed to bring benefits to the people but also left the local area with thorny aftereffects.
Tang Renjian: The poor farmers in the west live such hard lives and their income is not high. The contrast between them and the mistakes I made is too great. I feel extremely guilty.
[Narration] After becoming Minister of Agriculture and Rural Affairs, Tang Renjian should have made every effort to implement the Party Central Committee's decisions and plans on agriculture, rural areas and farmers. However, he paid more attention to empty slogans than actual actions, avoided difficulties, and focused his mind and energy on abusing his power for personal gain and enjoying life.
[Narration] He created a WeChat group called "Happy Weekend," which consisted mainly of his family of three and various business owners. He also arranged for his son to open a high-end, membership-based restaurant near the Ministry of Agriculture and Rural Affairs, where the business owners could top up their cards and use it as the main meeting place for the "Happy Weekend" group. Every weekend, he would gather the group members there for meals and drinks. Tang Renjian was the organizer, but the business owners were the ones footing the bill. His greed began to overwhelm even the business owners.
Li Yong (the businessman involved in the case): Whether it's disguised extortion or disguised bribery, the benefits end up in his son's name. Everyone understands, right? Those who go there will buy membership cards later. Each person, let alone a few, will spend at least 100,000 yuan, some 200,000, some 500,000 yuan. That means he'll pocket several million yuan. The prices there are expensive; a bottle of wine costs over 10,000 yuan. The problem is, he'll insist on opening a bottle, and they'll have to drink it.
[Narration] Since 2011, Tang Renjian has had different bosses throw lavish birthday parties for him every year, choosing tourist resorts across the country as the venues, changing locations every year, with large groups of people spending several days at a time. One boss once emptied an entire hotel building for him and his family and friends to stay for three days to enjoy the scenery, eat, drink, and play cards at a resort.
Zhou Dian (Deputy Director of the Eighth Supervision and Inspection Office of the Central Commission for Discipline Inspection and the National Supervisory Commission): Apart from Tang Renjian's relatives, the attendees were mostly businessmen and bosses who were on good terms with him. The number of attendees ranged from twenty or thirty to fifty or sixty. Each gathering, including airfare, hotel, food, drinks, and entertainment, cost anywhere from hundreds of thousands to millions of yuan. The birthday banquet also became a lucrative opportunity for Tang Renjian to profit from these businessmen, with each instance involving red envelopes exceeding 500,000 yuan.
Tang Renjian: They have indeed put a lot of thought and made many arrangements regarding illegal dining and travel. They have considered all of this, and they will likely make up for it with many times greater profits.
[Narration] Tang Renjian's reckless behavior has seriously affected the atmosphere and political environment of the Ministry of Agriculture and Rural Affairs. He repeatedly took his entourage out for meals, drinks, and entertainment, and repeatedly asked his subordinates to do favors for their bosses, all of which had an extremely negative demonstration effect.
Zhou Dian (Deputy Director of the Eighth Supervision and Inspection Office of the Central Commission for Discipline Inspection and the National Supervisory Commission): During the day, Tang Renjian would talk at length about his "achievements" at meetings, and at night he would drink and play cards with his entourage until late at night. The night before Tang Renjian was detained, he was attending a national special meeting of the Ministry of Agriculture and Rural Affairs in a local area. After finishing his working dinner, Tang Renjian went out drinking again and did not return to the hotel until midnight.
[Narration] In his extravagant lifestyle, Tang Renjian became increasingly inactive in politics and increasingly greedy in economics. He placed his personal interests above the national interests, and engaged in rampant abuse of power for personal gain and exploitation of farmers. He would do anything to promote what brought him benefits.
Zhou Dian (Deputy Director of the Eighth Supervision and Inspection Office of the Central Commission for Discipline Inspection and the National Supervisory Commission): Tang Renjian worked in the "agriculture, rural areas, and farmers" sector for a long time. The first, largest, and last sum of money he received were all related to agricultural projects. Of the 37 projects Tang Renjian was involved in, 27 were agricultural projects.
[Narration] A business owner offered Tang Renjian company shares worth tens of millions of yuan, requesting his assistance with his edible mushroom production project. Tang Renjian then introduced him to officials in charge of agriculture in various regions, helping his project to take root locally and obtain policy and financial support. When an olive oil company owner gave Tang Renjian 10% of his company's shares, Tang Renjian arranged for his secretary to help the company's负责人 (responsible person/manager) connect with relevant departments and bureaus, doing his utmost to help expand the company's sales channels. He spared no effort in supporting any project where he could profit.
[Narration] Madness is often the prelude to destruction. The Central Commission for Discipline Inspection and the National Supervisory Commission received reports about Tang Renjian from multiple channels. With the approval of the Party Central Committee, an investigation was launched against Tang Renjian, and he was placed under detention. In November 2024, Tang Renjian was expelled from the Party and removed from public office. In September 2025, after a public trial, the court sentenced Tang Renjian to death with a two-year reprieve for bribery, deprived him of his political rights for life, and confiscated all of his personal property.
Tang Renjian: Actually, all my illegal and criminal activities started with issues related to food and drink, and with violating the spirit of the Eight-Point Regulation (of the Central Committee). Therefore, I think the first thing is to be cautious in this regard, and not to take the first step or have the first thought.
[Narration] In response to the problems exposed by the Tang Renjian case, the Central Commission for Discipline Inspection and the National Supervisory Commission urged the Ministry of Agriculture and Rural Affairs to effectively implement reforms and governance based on the case. The Party Group of the Ministry of Agriculture and Rural Affairs, together with the Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed in the Ministry of Agriculture and Rural Affairs, accurately identified, verified, and thoroughly investigated the substantive and root causes of the Tang Renjian case, strengthened learning, investigation, and reform based on the case, and deepened the joint investigation and governance of corruption.
Han Linru (Second-level Inspector of the Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed in the Ministry of Agriculture and Rural Affairs): We have taken a zero-tolerance attitude to strictly investigate violations of discipline such as eating and drinking in violation of regulations. We have seriously investigated and dealt with the corruption of five leading cadres. We have improved the system, plugged loopholes, and promoted the Ministry of Agriculture and Rural Affairs system to establish rules, enforce discipline, improve work style, and promote a positive atmosphere, so as to provide a strong guarantee for promoting the high-quality development of "agriculture, rural areas and farmers" work in the new era and on the new journey.
[Narration] Judging from the cases of violations of discipline and law that have been investigated and dealt with, the roots of the "Four Winds" problem remain even after the trees have been removed, and the soil for it still exists. The existing stock of unhealthy practices and corruption has not been exhausted, and new ones are still easy to occur. We must fight a protracted war to implement the spirit of the Central Committee's Eight-Point Regulation and to rectify unhealthy practices, enforce discipline, and fight corruption.
[Narration + News Footage] In March 2025, the Party Central Committee launched a campaign to thoroughly study and implement the spirit of the Eight-Point Regulation, once again demonstrating to the entire Party that the work of improving Party conduct is a continuous process, and showing its firm determination to persevere and see things through to the end. The formulation and implementation of the Eight-Point Regulation is a landmark achievement for our Party in the new era, and it is an ironclad rule and a hard standard that must be upheld in the long term. Despite the Party Central Committee's repeated emphasis and directives, some Party members and cadres still have extremely weak political awareness, a very unclear understanding of the Party Central Committee's firm determination and will to comprehensively and strictly govern the Party, and a complete lack of respect and fear for Party discipline and rules. The case of 10 cadres in Xinyang City and Luoshan County, Henan Province, who violated regulations by eating and drinking during the study and education campaign in March 2025, and seriously violated the spirit of the Eight-Point Regulation, is a typical example.
[Ten officials in Xinyang City and Luoshan County, Henan Province, were found guilty of violating regulations on dining and drinking, seriously violating the spirit of the Central Eight-Point Regulation, and the corruption issues behind it.]
Li Xianlin (former Standing Committee member of the Luoshan County Committee of the CPC and former Secretary of the Political and Legal Affairs Commission, Xinyang City, Henan Province): I failed to uphold my bottom line, which caused a series of problems and harmed many people. That is why I have been repenting for some time now.
Duan Weiwei (former Party Secretary and Chief Prosecutor of Luoshan County Procuratorate, Xinyang City, Henan Province): At the time, knowing that I would pay such a heavy price, I definitely wouldn't have gone, but now there's no way to undo what happened.
[Narration] The dinner party that the participants now deeply regret has indeed come at a heavy price. Of the 10 people who attended, one died after drinking, and the other nine received corresponding disciplinary and legal punishments. Just the day before the dinner party, on March 21, 2025, the Luoshan County Party Committee and the County Political and Legal Committee held meetings to deploy the study and education campaign on thoroughly implementing the spirit of the Central Committee's Eight-Point Regulation. Li Xianlin, the organizer of the dinner party, not only attended both meetings, but also spoke as the "top leader" of the County Political and Legal Committee, making arrangements and setting requirements, emphasizing that the study and education campaign "must be implemented effectively." However, the very next day at noon, he himself was sitting at the dinner table.
Li Xianlin: What he said on stage was inconsistent with what he did, and his words and actions were inconsistent. He had a fluke mentality regarding the bottom line of discipline, always thinking that nothing would happen and that nothing would go wrong.
[Narration] Li Xianlin organized this dinner to entertain his superior, Ye Jinguang, then the Executive Deputy Secretary of the Xinyang Municipal Party Committee's Political and Legal Affairs Commission. They were not unaware of the specific requirements of the Central Eight-Point Regulation, but they only talked about it verbally and in meetings, without putting it into practice.
Ye Jinguang (former Executive Deputy Secretary of the Political and Legal Affairs Commission of Xinyang City, Henan Province): This meal was inappropriate. Reflecting on this matter, I realize that I did not pay enough attention to the spirit of the Central Eight-Point Regulation and my attitude towards its implementation was not resolute enough.
[Narration] After arranging a dinner with Ye Jinguang, Li Xianlin invited several other cadres from the political and legal system to join him, including three deputy secretaries of the Luoshan County Political and Legal Committee, leading cadres from the county procuratorate and public security bureau, and several cadres from the Xinyang Municipal Political and Legal Committee. An investigation revealed that of the ten attendees, seven were members of their respective unit's leadership team, three of whom were the "top leaders." These key figures in the political and legal system defied regulations and engaged in unauthorized dining and drinking, causing extremely negative consequences.
Gu Hengdong (Member of the Henan Provincial Supervisory Commission): The "key few" should play an exemplary role, but they have failed to do so. They have neither been strict with themselves nor fulfilled their responsibilities and managed their jurisdictions strictly. Instead, they have become the creators of the "four forms of undesirable work styles" and polluted the political environment.
[Narration] The dinner lasted from noon to 2 pm. Five out of the ten people drank alcohol, consuming a total of four bottles of baijiu (Chinese liquor). Less than three hours after the dinner ended, the accident occurred. Around 4 pm, Li Xianlin learned that Xia Yu, the deputy secretary of the county's Political and Legal Affairs Commission who had attended the dinner, had died after drinking. Instead of immediately reporting the situation to the organization, he attempted to conceal the truth and called together the county officials who had attended the dinner to discuss countermeasures.
Li Xianlin: One purpose was to compensate Xia Yu's family, and the second purpose was to resolve this matter quietly and not escalate it.
Huang Jiacheng (former deputy secretary of the Political and Legal Committee of Luoshan County, Xinyang City, Henan Province): He (Li Xianlin) negotiated that he would take 900,000 yuan, Duan Weiwei and Wang Haiyang would each take 800,000 yuan, I would take 200,000 yuan, and Fang Jianbing would take 100,000 yuan.
[Narration] An investigation revealed that the 900,000 yuan compensation that Li Xianlin provided was all borrowed from a local businessman. The two had no personal relationship, but had interacted through work. As a public official, Li Xianlin's act of borrowing a large sum of money from someone he was supposed to be managing and serving was a grave mistake.
Li Xianlin: The business owner had more funds, but his cash flow wasn't as fast. I wasn't in a rush at the time, so there was nothing I could do. How can I explain this? Is it because I'm a county leader, right?
[Narration] After privately compensating the deceased's family, Li Xianlin thought he could cover up the problem. The next day, the county political and legal committee submitted a written report to the county party committee stating only that Xia Yu had died suddenly from an illness, concealing the details of the banquet and drinking. The then county party secretary, Yu Guofang, knew the report was false but did not report it to the higher-level party organization. However, the truth eventually came out. The Xinyang Municipal Commission for Discipline Inspection and Supervision quickly received relevant reports and reported them to the higher authorities. The Henan Provincial Party Committee attached great importance to the matter, and the Henan Provincial Commission for Discipline Inspection and Supervision escalated the case. During the investigation, more deep-seated problems surfaced.
Gao Lingxia (staff member of the Henan Provincial Commission for Discipline Inspection and Supervision): We found that the violation of regulations on eating and drinking was only the surface and the end result. The root cause and the front end of the problem lies in the deviation of thinking, the loss of control over the exercise of power, the ineffective implementation of the system, and the failure to fulfill the corresponding responsibilities.
[Narration] Since the 18th National Congress of the Communist Party of China, the Party Central Committee has explicitly prohibited unauthorized dining and drinking, yet some leading cadres still rack their brains to find ways to circumvent the rules. Li Xianlin is a typical example. This dinner cost a total of 7,170 yuan, of which more than 4,000 yuan was spent on alcohol, which was charged to the vendor under the unit's name; the remaining 3,000 yuan for the meal was initially paid by Huang Jiacheng. After the incident, Li Xianlin, fearing an investigation, paid the bill himself.
Li Xianlin: If this hadn't happened, we would have definitely taken some other approach, such as a disguised form of reimbursement.
[Narration] The people who attended this dinner party were not just after a few fancy dishes and drinks. Their real intentions were not what they seemed to be. They had no specific demands, but in essence, they were driven by the idea of building connections and cultivating relationships, hoping to use these connections in the future.
Li Xianlin: We always think that if we have a meal and chat, our relationship will be more harmonious and communication will be more convenient. But that's just vulgar.
[Narration] Li Xianlin's degeneration was a process of corruption arising from a corrupt atmosphere, and corruption permeating this process. The investigation revealed that he not only repeatedly violated regulations regarding lavish meals and drinks, but was also suspected of other serious violations of discipline and law. Currently, Li Xianlin has been expelled from the Party and removed from public office, and his suspected crimes have been transferred to the procuratorate for review and prosecution according to law.
Gao Lingxia (staff member of the Henan Provincial Commission for Discipline Inspection and Supervision): The "superficial" situation is merely a symptom; behind it often lies a large amount of hidden corruption. The corruption cases we investigated after Li Xianlin was placed under detention also illustrate the necessity of investigating and addressing both superficial and corrupt practices simultaneously.
[Narration + Animation: Outcomes of the 15 Responsible Persons] In May 2025, the Central-level Special Working Group for the Study and Education on Deepening the Implementation of the Eight-Point Regulation of the Central Committee and the General Office of the Central Commission for Discipline Inspection publicly announced this issue and the outcomes of the disciplinary actions taken against 15 responsible persons. They required Party organizations at all levels to learn from this case, deepen their understanding, and promote the study, investigation, and rectification in an integrated manner with strict standards and measures, so as to continuously enhance their political, ideological, and practical awareness of strictly implementing the spirit of the Eight-Point Regulation of the Central Committee.
Gao Lingxia (staff member of the Henan Provincial Commission for Discipline Inspection and Supervision): One violation of regulations regarding dining and drinking resulted in the death of one person, severe disciplinary action against nine others, and accountability for six leading Party cadres. They paid a heavy price, including the loss of their lives and the loss of their careers. The lesson is extremely painful. All Party members and cadres must reflect on their actions and truly internalize this painful lesson, becoming a deep-seated warning and abiding by the law from the bottom of their hearts.
[Documentary Footage] Henan Province deeply reflected on this incident, organizing large-scale, targeted, and peer-to-peer cautionary education, launching a concentrated crackdown on violations of regulations regarding dining and drinking, and dispatching 19 supervisory teams to conduct comprehensive overt and covert investigations and cross-inspections to resolutely curb the unhealthy trend of violating regulations on dining and drinking. Disciplinary inspection and supervision organs at all levels throughout the province established a problem clue reporting mechanism with tax, public security, and other departments, using big data to comprehensively screen problem clues, taking real action, catching those in the act, highlighting typical cases, and issuing public notices, sending a strong signal of strict enforcement to the end. Focusing on violations of regulations regarding dining and drinking, and the acceptance and giving of gifts and money, regulations such as the "Ten Prohibitions" were formulated and implemented to comprehensively tighten the institutional cage and promote the normalization and long-term effectiveness of style construction.
Gu Hengdong (Member of the Henan Provincial Supervisory Commission): We have learned a painful lesson and are determined to fight this battle to the death. We will crack down on any violations of regulations regarding dining and drinking as soon as they emerge, repeatedly urging everyone to condemn them. Corruption and unethical practices are often intertwined; therefore, we must conduct a concentrated effort to address these issues and eradicate the soil and conditions that breed corruption.
People in Henan: The people strongly support this policy. Violating regulations on eating and drinking is contrary to this policy, and we firmly oppose it.
[Narration] In the in-depth study and education on implementing the spirit of the Central Committee's Eight-Point Regulation, all regions, departments and units have adhered to the integrated approach of learning, investigation and rectification, maintained consistency from top to bottom, upheld the strict tone, and organized and implemented the measures in a pragmatic and precise manner. They have taken concrete and effective measures to address prominent issues such as violations of regulations on eating and drinking, achieving significant results and meeting the expected goals. This has also freed Party members and leading cadres from social obligations, allowing them to have more time and energy to go deep into the grassroots, start businesses, and benefit the people.
[Data + Narration] The Eight-Point Regulation is changing China. From January to October 2025, 220,000 cases of violations of the spirit of the Central Eight-Point Regulation were investigated and dealt with nationwide, resulting in criticism, education, and disciplinary action against 287,000 people, including 196,000 who received Party disciplinary or administrative sanctions. For many years, the continuous efforts to implement the spirit of the Central Eight-Point Regulation have led to a significant improvement in Party conduct and government style, and have guided profound changes in social customs and public morality, gaining the heartfelt recognition of the people.
A resident of Liaoning said: "Before, it was so difficult. I had to make several trips, and the staff would be unfriendly, as if I had done something wrong. But after this visit, I've noticed a huge change. First, the staff are more welcoming; second, the service is more attentive; and third, it's more efficient."
A rural resident in Guizhou said: "Now village officials will take the initiative to come to our homes to help us with things, and they are all very nice."
[Narrator] Strengthening Party conduct must be firmly rooted in maintaining the Party's close ties with the people. When Party members and cadres have excellent conduct, they naturally win the hearts of the people; conversely, misconduct and corruption affecting the people are what most damage public trust. In 2024, the Central Commission for Discipline Inspection and the National Supervisory Commission implemented the decisions and plans of the Party Central Committee, carrying out a concentrated campaign to rectify misconduct and corruption affecting the people, achieving remarkable results. In January 2025, the Fourth Plenary Session of the 20th Central Commission for Discipline Inspection made the important deployment to further intensify this effort for another two years.
He Shuhong (Deputy Director of the Discipline Inspection and Supervision Office of the Central Commission for Discipline Inspection and the National Supervisory Commission): Conducting a concentrated campaign to rectify misconduct and corruption affecting the people is an important task deployed by the Party Central Committee. The Central Commission for Discipline Inspection and the National Supervisory Commission are vigorously promoting this effort, with local governments and relevant departments working together to overcome the challenges. 2024 saw an extraordinary start, 2025 saw further in-depth progress, and 2026 will focus on consolidating and improving long-term mechanisms to severely punish petty corruption, ensuring the people feel that fairness and justice are right beside them, and continuously strengthening the Party's foundation for governance.
[Case of Nong Suling, former director of the Labor Insurance Management Office of the Human Resources and Social Security Bureau of Longlin Various Nationalities Autonomous County, Guangxi Zhuang Autonomous Region, and another person embezzling pension insurance funds]
[Narrator] Elderly care services are not only a livelihood issue of great concern to the general public, but also a key and challenging aspect of my country's social security system. The Central Commission for Discipline Inspection and the National Supervisory Commission attach great importance to prominent problems that harm the interests of the people in this field, listing it as a nationwide rectification project and demanding resolute rectification of deep-rooted problems in the elderly care service sector. Disciplinary inspection and supervision organs at all levels have focused on key issues such as ineffective management of funds allocated to the elderly, inadequate supervision of elderly care institutions, and infringement upon the rights of the elderly, and have rigorously investigated a number of cases of violations of discipline and law.
Nong Suling (former director of the Labor Insurance Management Office of the Human Resources and Social Security Bureau of Longlin County, Guangxi): I made a grave mistake by abusing my power to embezzle national social security funds for personal gain. I deeply regret it.
Yang Sujiao (former staff member of the Labor Insurance Management Office of the Human Resources and Social Security Bureau of Longlin County, Guangxi): I should never have misappropriated this pension fund. I can only try to reduce my guilt and remorse by working hard to reform myself here in the future.
[Narrator] Nong Suling, former director of the Labor and Social Security Office of the Human Resources and Social Security Bureau of Longlin Various Nationalities Autonomous County, Guangxi Zhuang Autonomous Region, conspired with Yang Sujiao, a staff member of the office, to defraud a large amount of flexible employment pension funds by taking advantage of their positions. Their violations of discipline and law began as early as 2005. At that time, the management of flexible employment pension insurance in the county was the responsibility of the Labor and Social Security Office, and the actual handling was done by Nong Suling and Yang Sujiao.
Li Yan (staff member of the Discipline Inspection and Supervision Commission of Longlin County, Guangxi): Although their official positions are not high, they are in very crucial roles. Their responsibilities can form a closed loop, from data entry to approval to disbursement, and only the two of them are involved.
[Narration] Flexible employment pension insurance is a pension security program for people without fixed jobs, the unemployed, or those who have found new employment. According to the policy at the time, eligible applicants provided supporting documents, paid the corresponding premiums, and were approved by the labor and social security office. Upon reaching retirement age, they could receive a monthly pension. Yang Sujiao was responsible for the initial review and system entry of the application materials, while Nong Suling was responsible for the final review. However, because Yang Sujiao was familiar with the computer operation of the social security system, Nong Suling gave her her account password and did not diligently fulfill her approval responsibilities.
Nong Suling: I don't usually handle these tasks on the computer. She (Yang Sujiao) said, "Since you're the director, I can use your name to handle it." I didn't re-examine the ones she approved; I just approved and issued them.
[Narration] For a long time, Yang Sujiao handled everything from application to disbursement of flexible employment pensions in the county by herself. In 2005, Yang Sujiao accidentally discovered a loophole in the design of the social security system at the time.
Yang Sujiao: The system didn't detect when the unpaid fees were changed to paid fees, and it also didn't detect when the ID number was incorrect.
[Narration] At the time, because the local social security system was not connected to the public security bureau or banks, the system could not verify the authenticity of personal information and payment records. Upon discovering this, Yang Sujiao was overcome by greed. She tried entering her mother's identity information into the system and registering it as paid, then used Nong Suling's account to get it approved, easily obtaining her first pension payment. Having tasted success, Yang Sujiao conceived the idea of dragging Nong Suling into the scheme as well.
Li Yan (staff member of the Discipline Inspection and Supervision Commission of Longlin County, Guangxi): She told Nong Suling that there was a loophole, and asked if we could find a way to help ourselves or our family members apply for some pensions.
[Narration] Faced with the temptation offered by Yang Sujiao, Nong Suling's greed prevailed. As the director, instead of immediately reporting the system loophole, she used her husband's ID number to create a fictitious insured person named "Wei Yi," which Yang Sujiao then entered into the system to register as having paid contributions, quickly defrauding the pension fund. From then on, the two became a community of interest, mutually exploiting and protecting each other, defrauding the pension fund for their own consumption while also illegally processing applications for several ineligible relatives.
Nong Suling: At the time, we weren't discovered, so we gradually became bolder and helped my younger sister, brother-in-law, and my aunt apply for pension benefits. They were also underage and hadn't paid into the pension system. Yang Sujiao's younger sister and her in-laws were also underage and hadn't paid into the pension system, so the two of us helped our family members with these things.
[Narration] As their audacity grew, the two felt there were even more loopholes to exploit. At the time, although pensions were directly deposited into the insured's bank account from the social security fund account, the bank card could be processed and collected by the labor and social security office on their behalf. Some people submitted their application materials but ultimately gave up participating for various reasons. Nong Suling and Yang Sujiao would then use the personal information they left behind to fabricate payment records, approve them themselves, and then keep the bank cards for themselves, fraudulently collecting pensions every month.
Yang Sujiao: There was also a sense of complacency, because it was always just the director and I doing the work together, and no one else would come to check or find out. There were inspections, but they were just spot checks, and they never found anything.
[Narration] The fact that Nong Suling and Yang Sujiao defrauded pension funds for a long time without being discovered also exposes the fact that the supervision and management of the competent authorities are ineffective, the power of key positions is not restrained, the business handling process is not supervised, and the approval and disbursement of funds are not strictly controlled.
Luo Yu (staff member of the Discipline Inspection and Supervision Commission of Longlin County, Guangxi): The Human Resources and Social Security Bureau has long neglected and failed to supervise the second-level institutions. There is no one specifically responsible for supervising and auditing the handling of business and the disbursement of funds. Their authority is too great, and no one is supervising them. As a result, these two individuals have been in a state of neglect for a long time in the process of handling elderly care business.
[Narration] As the management of national social security funds became increasingly strict, and the local social security system was gradually upgraded, Nong Suling and Yang Sujiao felt that further manipulation was too risky. After 2013, they dared not continue to embezzle pension funds, and began to worry that their actions would one day be exposed. At the end of 2016, the local social security system implemented facial recognition authentication for retirees to receive pension benefits, and soon after, both women retired. After retirement, however, they were not at ease; instead, they became increasingly fearful and uneasy.
Nong Suling: The country pays great attention to elderly care, so I felt that I couldn't hide it anymore. I'm no longer at my workplace, and I don't know how advanced the monitoring system will become. We don't know or have any control over this, so I'm even more afraid. I can say that I live in constant fear and anxiety. Life is really hard for me, and I'm very scared.
[Narration] The Discipline Inspection Commission and Supervision Commission of Longlin County have been deeply committed to rectifying prominent problems in the elderly care service sector. They conducted a comprehensive investigation, implemented a mechanism of "data sharing + joint analysis + clue transfer," and thoroughly investigated clues of violations of discipline and law through big data comparison and tracing of fund flows. The actions of Nong Suling and Yang Sujiao were ultimately exposed during a social security data investigation.
[Narration] An investigation revealed that from 2007 to 2013, Nong Suling and Yang Sujiao jointly defrauded pension funds of over 490,000 yuan, of which Nong Suling received over 390,000 yuan and Yang Sujiao received over 100,000 yuan. Yang Sujiao also secretly defrauded over 800,000 yuan on her own. Furthermore, the two conspired to illegally process pension applications for five relatives, causing a loss of over 1.92 million yuan in pension funds. These special national funds should have been used for eligible elderly people, but they were instead used for personal gain or favoritism, harming the interests of those truly in need of pension security.
Yang Sujiao: This is the life-saving money for insured individuals. Now I'm penniless and don't know how to support myself in my old age. I deeply realize the importance of this life-saving money. To be honest, I truly regret and feel guilty. I'm also very distressed; I've let down the country and my family.
农素玲:我的父母今年已经是90岁、80几岁的老人了,最需要我的时候,我却来到了这里。也对不起我丈夫跟女儿,对不起被我们盗用信息套取养老金的那些老人,感到非常非常对不起他们。
【解说词】2025年6月,农素玲被判处有期徒刑七年零六个月,并处罚金二十万元;杨素娇被判处有期徒刑八年,并处罚金二十五万元,两人骗取的养老金也被追回。隆林县纪委监委对县人社局3名负有监管责任的领导进行了追责,给予相应处分;制发监察建议书,督促县人社局自查自纠,建章立制堵塞漏洞,完善业务经办流程、系统内控制度,消除“一人通办”等安全隐患,推动严格执行养老资金拨付程序阳光化,从制度上、流程上保障养老资金安全。
