On January 9th, the Sixth Plenary Session (Enlarged) of the Seventh Jinan Municipal Committee of the China Zhi Gong Party was held. Jiang Ming, Vice Chairman of the Jinan Municipal Committee of the Chinese People's Political Consultative Conference and Chairman of the Jinan Municipal Committee of the China Zhi Gong Party, delivered a report on behalf of the Standing Committee. Xu Yanfang, Deputy Minister of the United Front Work Department of the Jinan Municipal Committee and Director of the Jinan Municipal Overseas Chinese Affairs Office, was invited to attend the meeting and delivered a speech. Yuan Shuling, Li Ming, and Fang Hao, Vice Chairmen of the Jinan Municipal Committee of the China Zhi Gong Party, attended the meeting, which was chaired by Secretary-General Yao Aiyu.
The meeting studied and implemented the spirit of General Secretary Xi Jinping's important speeches at the Central Economic Work Conference, the Political Bureau meeting of the CPC Central Committee, and the symposium with non-CPC members. It also conveyed and studied the spirit of the Fourth Plenary Session of the 16th CPC Central Committee, the 13th meeting of the Standing Committee of the 16th CPC Central Committee, the 10th Plenary Session of the 12th CPC Shandong Provincial Committee, and the 9th Plenary Session of the 12th CPC Jinan Municipal Committee. The meeting heard and reviewed the "2025 Work Report of the Standing Committee of the 7th CPC Jinan Municipal Committee of the China Zhi Gong Party" and the "2025 Work Report of the Internal Supervision Committee of the 7th CPC Jinan Municipal Committee of the China Zhi Gong Party." The leadership team and members of the Municipal Committee gave reports and underwent democratic evaluation. The meeting commended advanced collectives, outstanding Party members, and outstanding achievements in fulfilling their duties in 2025.
The meeting pointed out that in 2025, the Municipal Committee of the China Zhi Gong Party will adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly study and implement the spirit of the 20th CPC National Congress and its subsequent plenary sessions, earnestly implement the spirit of General Secretary Xi Jinping's important speeches and instructions during his inspection of Shandong, thoroughly implement the spirit of General Secretary Xi Jinping's important congratulatory letter, vigorously promote the basic experience of the China Zhi Gong Party over the past century, actively contribute to the construction of a strong provincial capital, serve the "Year of Project Enhancement," invigorate the spirit, boost morale, and strive to achieve new results in participating in and performing its duties in government and political affairs, and elevate its own development to a new level.
The meeting emphasized that 2026 is the opening year of the 15th Five-Year Plan and a crucial year for accelerating the construction of a strong provincial capital. All levels of the China Zhi Gong Party organizations and its members throughout the city must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly study and implement the spirit of the 20th CPC National Congress and its subsequent plenary sessions, earnestly implement the spirit of General Secretary Xi Jinping's important congratulatory letter, focus on building a strong provincial capital, serve the "Year of Project Empowerment," carry forward fine traditions, strengthen self-construction, conscientiously perform their duties, and contribute to the high-quality economic and social development of the provincial capital with high-quality performance.
The meeting called on all levels of the China Zhi Gong Party organizations and its members throughout the city to unite more closely around the CPC Central Committee with Comrade Xi Jinping at its core, uphold the fine tradition and lofty mission of "dedicating oneself to public service and following the Party, and making new contributions to serving the country and building a better future," and work together to make new and greater contributions to accelerating the construction of a strong, innovative, excellent, prosperous, beautiful and highly developed socialist modern provincial capital in the new era.
More than 90 people attended the meeting, including officials from relevant departments of the Municipal United Front Work Department, members of the Standing Committee and Internal Supervision Committee of the Municipal Committee of the China Zhi Gong Party, heads of various grassroots organizations, some key party members, and staff of the organization.

With ideological and political guidance as the core
Strengthen the common ideological and political foundation
We will strictly implement the "first agenda item" system to promote the normalization, institutionalization, and effectiveness of theoretical learning. We will consolidate and expand the achievements of the thematic education campaign and do a good job in ideological and political guidance. Around the celebration of the 105th anniversary of the founding of the Communist Party of China, we will organize a series of activities such as red education and calligraphy and painting exhibitions. We will focus on issues such as the construction of participating parties in the new era to deepen theoretical research and continuously consolidate our common ideological and political foundation.
Focusing on the "15th Five-Year Plan"
Improve the effectiveness of political participation and consultation
We will deepen the "high-quality research topic" activity to continuously improve the quality of political party consultation. We will strengthen the mechanism of "source mining, key cultivation, and rapid reporting" of public opinion information, and make good use of channels such as consultative supervision and special supervision to contribute wisdom and efforts to the high-quality development of the provincial capital. We will strengthen talent training, improve the multi-level education and training system, and consolidate the foundation of talents for political participation and consultation.
Leveraging the unique advantages of overseas Chinese
Promote innovation and enhancement in external liaison
We will deepen the "going out and inviting in" work pattern, and rely on platforms such as the "Lu-Hong Kong Station" to promote the spirit of the Fourth Plenary Session of the 20th CPC Central Committee and the "15th Five-Year Plan" to overseas Chinese communities, telling the stories of China and Jinan. We will continue to deepen the "working together for overseas Chinese" service, carry out activities to benefit, assist, and connect with overseas Chinese, and increase services for students studying abroad.

Promote the improvement and effectiveness of social services
To implement the requirements of the China Zhi Gong Party Central Committee's "Social Service to a New Level: Performance Promotion Activities," we will deepen the "Democratic Parties' Assistance to Rural Revitalization in Counties and Districts" activity. We will fulfill the Central Committee's designated assistance requirements and support the development of Qixingguan District in Bijie, Guizhou. We will vigorously promote the construction of healthy communities and drive innovative breakthroughs in key tasks. We will continue to build the "Quancheng Zhixing" brand and enhance its social influence.
Upholding the foundation
Improve self-construction level
We will strengthen the leadership team by focusing on enhancing five key capabilities. Adhering to political standards and highlighting the unique characteristics of overseas Chinese affairs, we will strictly control the entry point for Party member development. We will deepen the campaign to create outstanding "five-fold" grassroots organizations, and promote the creation of "book-loving branches," "Party member homes," and "joint branch building." We will continuously strengthen internal supervision and improve the operational mechanism of special committees. We will advance the construction of a model organization to provide efficient service and support for high-quality performance of our duties.
