Further efforts will be made to promote scientific and technological innovation. Beijing's first major development initiative of the year is the release of the Action Plan for Building an Artificial Intelligence Innovation Hub, which covers nine aspects including the source of technological innovation, empowerment of applications across the entire domain, and leapfrogging across the entire intelligent chain. The plan aims to build a 100,000-card-level domestic intelligent computing cluster and achieve a core artificial intelligence industry scale exceeding one trillion yuan within about two years.
Jiangsu's key plan for the new year is to comprehensively build an industrial science and technology innovation center with global influence, focusing on key areas such as biomanufacturing and future energy, and organizing 40 provincial-level major scientific and technological research projects; and organizing 80 cutting-edge technology research and development projects around future industrial directions such as quantum technology and brain-computer interfaces.
Liaoning has taken another step forward in improving its business environment. At the beginning of the year, Liaoning Province proposed to strive to become the province with the best reputation for its business environment, and put forward 123 specific measures to build a fertile ground for business. At the same time, it set up a special working group to address the "deep-rooted problems" in the business environment with "eight resolute rectifications".
For the ninth consecutive year, Shanghai has released an action plan to accelerate the creation of a world-class business environment. The plan focuses on four key areas of concern to businesses: government services, market competition, industrial ecosystem, and social co-governance. It introduces 26 practical measures, including measures to combat involution and standardize platform algorithms, to stimulate economic vitality.
Major industrial projects are being upgraded and improved. At the beginning of the year, Anhui Province focused on the high-quality development of the new energy vehicle industry, using three new policies—technological innovation, ecological improvement, and consumption revitalization—to propel the industry from "scale leadership" to "efficiency leadership." Fujian Province is accelerating the creation of several billion-yuan-level marine industry clusters, proactively planning for new sectors such as underwater robots and seabed mapping. Yunnan Province is focusing on major projects, proposing to "improve investment efficiency" and launching "nine major initiatives" to cultivate and strengthen its advantageous industries through effective investment.
