Urban Village Renovation in Xingqing, Ningxia: Bringing Back Urban Warmth and Efficiency

Yinchuan, January 12 (Reporter Li Peishan) -- The roar of machinery broke the tranquility of the village as construction vehicles bustled about. In Taqiao Village, Daxin Town, Xingqing District, Yinchuan City, Ningxia, a village-in-the-city renovation project, crucial to the well-being of the villagers, is in full swing. Currently, more than half of the foundation pit excavation has been completed, and waterproofing of some buildings, tower crane foundations, and elevator shaft construction have been finished. Reinforcement binding and raft foundation concrete pouring are progressing steadily.

After the project was launched on July 5, 2025, the renovation team worked day and night for more than 190 days to deliver an impressive result in the urban village renovation of Taqiao Village—the signing rate reached 98.45% and the demolition rate reached 100%, achieving both efficient progress and widespread recognition from the villagers.

"At first, I couldn't sleep at night, afraid that I wouldn't understand the policies, that the resettlement wouldn't be guaranteed, and that I would miss a good opportunity to improve my living conditions." 51-year-old villager Hao Guilin still vividly remembers his initial concerns about the renovation. After learning of his worries, the renovation team, together with village officials, visited him immediately, carefully explaining the policies and patiently coordinating his requests, completely resolving his anxieties.

Winning the hearts and minds of the people is key to the transformation. The transformation team started with policy implementation and responding to needs, so that villagers could truly feel the sincerity. They held 10 centralized expropriation meetings to cover the entire village, used new media platforms to answer questions in real time, provided special interpretations on hot issues such as homestead identification, and visited each household to understand their individual needs. Through this diverse communication approach, they resolved a total of 58 urgent and pressing issues for the villagers.

Beyond communication, the renovation team warmed hearts with tangible services. They took family photos in their old homes for 528 households to preserve their nostalgia, tailored resettlement plans for 46 families in need, and shortened the signing and processing time by 75% through process optimization. Furthermore, the entire process of identification, signing progress, and key data was made completely transparent, thoroughly dispelling the villagers' concerns.

Facing the core challenge of defining homestead ownership in the renovation project, the renovation team innovated its approach, establishing a communication and governance mechanism of "villagers proposing, representatives discussing, meetings deciding, cadres implementing, and everyone evaluating," successfully completing the identification of 213 homesteads and 52 vacant households. To address potential conflicts and disputes, the team also proactively established a collaborative mechanism for investigation, mediation, and judicial support, strengthening the "pre-trial" guarantee, and many thorny issues were properly resolved through early mediation.

Meanwhile, the renovation team established a standardized and digital management system for the entire process of land acquisition and demolition archives, strictly controlling processes and improving efficiency, laying a solid foundation for subsequent work. This urban renewal project, focusing on heartwarming services and precise guarantees, not only transformed Taqiao Village and created replicable best practices, but also allowed villagers to truly feel the warmth of urban development.
