Kunming, January 12 (Shi Wenzhi) -- According to the Yunnan Provincial Department of Human Resources and Social Security, in recent years, the province has cultivated and developed a number of distinctive "Dian" (Yunnan) branded labor services by establishing policy databases, talent pools, and project databases, effectively expanding the employment scale and industrial driving capacity of these labor brands. To date, the province has cultivated and developed 265 "Dian" branded labor services, including 7 nationally renowned brands and 69 provincial-level brands, cumulatively creating approximately 6 million jobs.
In terms of establishing working mechanisms, Yunnan has adopted a project-based approach to build a three-tiered and categorized cultivation system at the provincial, prefectural (municipal), and county (city, district) levels, focusing on creating distinctive labor service brands with "one product per county" or "multiple products per county." Through the formulation of the "Three-Year Action Plan for the Construction of Labor Service Brands in Yunnan Province" and the "Implementation Rules for the Recognition and Evaluation of Provincial-Level Labor Service Brands in Yunnan Province (Trial)," the province continues to promote the improvement and expansion of labor service brands.
To promote county-level economic development, the province has focused on developing counties strong in agriculture, industry, culture and tourism, and ports, and has cultivated a number of distinctive labor brands such as "fresh-cut flower artisans," "Pu'er tea masters," "Jianshui potters," "Zhenxiong hardware workers," "Dali Bai tie-dyeing technicians," "Zhaotong small meat skewer barbecue workers," and "Caiyun logistics workers," achieving deep integration of employment and industry.
Taking "Kunming Chenggong Florist" as an example, this brand relies on Dounan Flower Market, the largest cut flower trading market in Asia, to form a virtuous cycle of "promoting industry through talent and creating employment through industry." Currently, this labor brand covers vocational skill level certification for 11 professions, including florists, tea masters, and landscaping workers, and has trained and trained nearly a thousand people in the flower industry chain, becoming a model for regional labor brand building.
In terms of skills enhancement, Yunnan has introduced 15 measures for a large-scale vocational skills improvement campaign, implementing specialized training programs in six industries, including plateau-characteristic agriculture, traditional Chinese medicine, and cultural tourism. It supports colleges and universities in establishing relevant majors and has formed a labor brand expert think tank composed of 249 experts. Through entrepreneurship support, competitions, and other means, it aims to comprehensively improve the quality of the workforce.
To expand brand influence, Yunnan Province provides subsidies of 300,000 yuan and 100,000 yuan respectively to newly recognized national and provincial-level labor service brands, and has selected 26 brand ambassadors, including "Wenshan Green Aluminum Industry Workers" and "Yao'an Flower Workers." Leveraging projects and platforms such as the Shanghai-Yunnan cooperation program, the province promotes in-depth cooperation between government, schools, and enterprises, and is simultaneously developing a digital map of Yunnan labor service brands to achieve visualized brand promotion.
A relevant official from the Yunnan Provincial Department of Human Resources and Social Security stated that the next step will be to strengthen skills training for practitioners by establishing a "one brand, one dedicated team, one plan" mechanism, continuously expanding and strengthening distinctive and advantageous brands, so that the "Yunnan" brand of labor services truly becomes a "golden signboard" for employment and income generation.
