Fuzhou, January 12 (Reporter Yan Xu) -- Shortly after the Hainan Free Trade Port officially launched its island-wide customs closure operation on December 18, 2025, the Pingtan Comprehensive Experimental Zone in Fujian Province is making every effort to promote the implementation of the "first-line opening, second-line control" customs supervision system.
Wen Xuelin, deputy secretary of the Party Working Committee of Pingtan Comprehensive Experimental Zone, revealed in Fuzhou on the 12th that promoting the implementation of the "first-line opening and second-line control" customs supervision system is the core task of Pingtan's current deepening of reform and opening up. Recently, positive progress has been made in three major areas: system construction, business development, and infrastructure upgrading.
On the same day, the tenth press conference in the series "Striving for Excellence in China's Modernization and Writing a New Chapter in the Construction of a New Fujian" was held in Fuzhou, introducing the overall situation of Pingtan's economic and social development during the "14th Five-Year Plan" period, as well as the ideas and measures during the "15th Five-Year Plan" period.
According to Wen Xuelin, Pingtan has achieved new clusters in cultivating new business models, focusing on seven core business sectors: distinctive tourism, distinctive sports, biomedicine, marine industry, film and television industry, bonded processing, and a global brand distribution center. It is also systematically promoting the development of nine specific business platforms, such as the Haixi Entry-Exit Animal and Plant Quarantine and Isolation Treatment Center. Furthermore, it has comprehensively reviewed the categories of duty-free and tax-refundable goods, and is continuously planning and reserving a batch of new business scenario projects.
In terms of customs clearance, Pingtan has introduced facilitation measures such as "advance declaration" and "smart quarantine," and has launched the construction of a smart supervision system. Regarding infrastructure, key projects such as the renovation of berth #4 in Jinjing Port Area have been completed.
Looking ahead to the 15th Five-Year Plan period, Pingtan will implement the opening up of the "first line" and the control of the "second line" in an efficient and orderly manner, promoting a wider range, broader scope, and deeper level of opening up to the outside world.
"We will promote the transformation of the institutional system from 'building a framework' to 'refining it.' In particular, in cutting-edge areas such as cross-border data flows and cross-border financial services, we will actively explore institutional systems that are aligned with high-standard international trade and economic rules," said Wen Xuelin. He added that they will also promote the upgrading of customs supervision from "physical isolation" to "smart empowerment," and strive to build a port public service and customs smart supervision platform with intelligent analysis and precise control capabilities.
Reporters learned that Pingtan will also focus on its seven core business sectors, continuously improve industrial supporting facilities, and strengthen external resource docking and coordination mechanisms, striving to promote the implementation and success of more high-quality industrial projects and application scenarios.
