On the same day, the tenth press conference in the series "Striving for Excellence in China's Modernization and Writing a New Chapter in the Construction of a New Fujian" was held in Fuzhou, introducing the overall situation of Pingtan's economic and social development during the "14th Five-Year Plan" period, as well as the ideas and measures during the "15th Five-Year Plan" period.
During the 14th Five-Year Plan period, the "Opinions of the CPC Central Committee and the State Council on Supporting Fujian in Exploring a New Path for Cross-Strait Integrated Development and Building a Demonstration Zone for Cross-Strait Integrated Development" was issued, which mentioned supporting Pingtan in "exploring the construction of a pilot area for a cross-strait common market." Pingtan has carried out a series of explorations and practices and achieved phased results.
According to Wen Xuelin, Deputy Secretary of the Party Working Committee of Pingtan Comprehensive Experimental Zone, Pingtan's logistics and trade capabilities have been upgraded, the "Pingtan-Taiwan" sea-air intermodal transport channel has been put into regular operation, and a multimodal transport logistics channel of "inland-Pingtan-Taiwan-international" has been built. Pingtan has become one of the ports with the most concentrated cross-border e-commerce platforms between the mainland and Taiwan and the largest import volume of agricultural and fishery products from Taiwan.
At the same time, trade in services is expanding rapidly. "We have taken the lead in opening up to Taiwan and piloting new initiatives in modern service industries such as education, healthcare, and tourism, introducing market entities such as wholly Taiwanese-owned or joint-venture specialized hospitals, preschool education institutions, and equity investment funds," said Wen Xuelin. In particular, the "Integrated Service Center for Professional Qualifications of Taiwan Compatriots" has been established, with a service network covering six provinces and municipalities including Beijing and Guangdong, as well as the Macao Special Administrative Region, and has issued nearly 6,000 professional qualification certificates to date.
Pingtan has also made great efforts to create a livable and business-friendly environment for compatriots on both sides of the Taiwan Strait. It has innovatively launched measures such as the mutual recognition of two certificates for Taiwan compatriots (Taiwan Resident Residence Permit and Taiwan Resident Travel Permit to the Mainland), established the only cross-strait arbitration center on the mainland, and promoted the establishment of the first social organization with a Taiwan compatriot as its legal representative - "Pingtan-Taiwan Solidarity Social Work Service Center", opening up more channels for Taiwan compatriots to start businesses, participate in social governance, and integrate into life in Pingtan.
Reporters learned that during the 15th Five-Year Plan period, Pingtan will be committed to building an open highland for market access to Taiwan, a pioneering area for common standards between the two sides, and a convenient channel for the circulation of goods between the two sides, and will continue to deepen the construction of a pioneering area for a common market between the two sides.
"We will relax restrictions on Taiwanese investment in key areas such as trade, investment, and information services to the greatest extent possible, and strive to create a highly open investment environment for Taiwanese businesses that is in line with international standards," said Wen Xuelin. "At the same time, we will deepen the exploration of 'one island, two standards,' expand the scope of mutual recognition of professional qualifications, corporate qualifications, and product certifications, and promote the development and parallel application of common standards in agriculture, construction, and other fields."
Pingtan will also promote the upgrading and efficiency improvement of its cross-strait small-scale commodity trading market, opening up more Taiwanese products for sale in Pingtan, and making Pingtan the most convenient and preferred channel for Taiwanese products to enter the mainland market. (End)
